By being helpful to the community, having the appropriate personality traits, being around for a fair while, and being around when more moderators or admins are needed.  If a new moderator or admin is needed, then the previous admins will go look for someone who fits the needed position.

More like being good at organizing, dealing with people, having a good sense of who would fit into the community well, how to politely keep tabs on people, be helpful, etc.

well, when the time is right and u get to know me more..........keep me in mind.  I have been moderator for 3 sites in the past.  ( stopped playing those Video games online.)

Moderator is not a 'resume' position.  There's really no need to attempt to advertise yourself here.  Instead, just enjoy the community and what it can offer to both yourself and others.
